What region was the code from, and what region is your 360? Or more accurately, which XBL Marketplace region was the code from, and which are you using? If the regions don't match, the code shouldn't work, even if it's a valid, never-used code.

Not for buyers. If you're receiving money on PayPal over a certain amount, there are fees. There are also fees for other specific services. But if you're just buying on eBay and other sites that accept PayPal, it should be free.
